Telegram personal groups have a functionality that allows group admins to keep chat history latent from new members or make them see it.
To allow members to view messages sent before they joined, follow these steps :
Open the telegram app
Go to your telegram group, open it and click on the name.
Click on the pencil (edit) icon
Adjust the “group type” to private and you will view the “chat history for new members” option. Click on it and adjust it to “visible”
Click on the tick sign at the top, to save the settings.

Kindly note that if the telegram group type is “public”, anybody can see the group’s entire chat history by default.
